CA Charter Cities and Clean Money Systems
Charter cities are the only entities currently allowed to use public funds for campaign spending. Proposition 73 (Campaign Funding. Contribution Limits. Prohibition Of Public Funding. Initiative Statute.), passed in June, 1988, prohibits the use of public money on campaigns. However, due to a court case ruling in 1990, charter cities are exempt from this law.
